On 14 August, the Marine Safety Satellite Office (MSSO) in Port Lavaca received notification from Palacios Harbor Master via the Texas General Land Office (TGLO) of at least 1,000 gallons of diesel fuel discharged into Palacios Harbor turning basin #1. Extensive investigations revealed diesel fuel weeping from the seawall immediately adjacent to the GAR Seafood Company Tank Farm. The owner of the tank farm informed the investigators that a tank loading manifold valve had been found open, uncapped, and discharging into the tank farm secondary containment. Review of facility fuel records revealed that approximately 4,700 gallons of diesel fuel had been discharged. A contractor has been hired and 1,000 gallons have been collected to date. CASE CLOSED.
