T/B ENERGIZER WAS LOADING APPROX 55,000 BARRELS OF GASOLINE WHILE MOORED AT THE EQUILLON FACILITY IN ANACORTES, WA. DURING THE FINAL PHASE OF THE TRANSFER APPROX 10 BARRELS OF GASOLINE WAS DISCHARGED INTO PUGET SOUND VIA A 10 INCH CRACK IN THE NUMBER 3 PORT TANK. ALL STATE AND LOCAL OFFICIALS HAVE BEEN NOTIFIED. A SECOND CRACK WAS DETECTED IN #3S. THE DAMAGED TANKS HAVE BEEN EMPTIED. THE BARGE OWNER IS DEVELOPING A PLAN TO OFFLOAD THE REMAINING CARGO. CASE PENDS.
