On February 18, 2000 the Coast Guard Marine Safety Office in Guam received an arrival notice for the M/V China Progress requesting a port call to conduct a survey and effect vessel repairs. The vessel reported that the number one cargo hold and number one starboard ballast tank were flooded. The Captain of the Port advised the vessel to conduct an assessment prior entry to determine the pollution threat. The vessel is laden with 46,950 metric tons of copper concentrate and 76,740 gallons of heavy fuel oil and lube oil. After an underwater survey, an epoxy coating was applied over thirteen fractures within the hull plating. The CHINA PROGRESS is currently moored in Apra Harbor, Guam and epoxy patches are holding. A repair proposal has been submitted. CASE CLOSED.
