On the morning of October 27th, MSO Philadelphia received a report of a 100 barrel spill of vacuum gas oil into the Delaware River. The spill resulted when the barge BOUCHARD B115 moored at the Motiva refinery overflowed its tanks while loading. Motiva personnel immediately deployed booms around the barge and began cleaning the spill using vacuum trucks. A boom was also placed at the Chesapeake and Delaware Canal. The spill is believed to be the result of human error. CASE PENDS
