SITUATION: On September 15, 1998 at 1200 the T/B MRT 15 ran aground on the Monongahela river near Pittsburgh, Pa. T/B MRT 15 was part of a tow consisting of the M/V JESSE R. GUTTMAN and two other tank barges. The M/V JESSE R. GUTTMAN pulled out of the channel at mm 36.5 to assess the damage. The owner reported that they were losing 2 inches of cargo (No. 2 Diesel) per hour from the No. 1 starboard tank (one inch equals approx. 8 bbls). Current total discharge is estimated at 50 bbls. The total cargo of T/B MRT 15 was reported as 10,000 bbls. At 1355 the river was closed between MM 35-37. The barge was completely boomed off by 1603 and a lightering barge arrived on scene at 1700. The river was reopened at 1815. Lightering has been completed. Damage assessment has been put off until the morning due to darkness. The Gulf Strike Team will assist in the damage assessment.
