SITUATION: On Sunday, 30 August 1998 at 19:15 local time, a 6 inch above ground transmission pipeline developed a problem and spilled 220 barrels of crude oil into the Pecos River. The exact cause of the spill is unknown at this time. The source was secured at 20:21, 30 August 1998 and the responsible party is engaged in booming operations.
