SITUATION: On Thursday, August 13, 1998, tank barge MGM 401 went hard aground on a soft sandy bottom in East Bay, Florida. The barge grounded at high tide with no apparent damage to the vessel and no release of material. The double hulled barge is carrying 18,000 barrels of number 6 oil. Attempts to refloat the barge have been delayed until 0500 August 14, 1998 when the tide is high again. A lightering plan will be submitted to the Coast Guard on the morning of August 14, 1998 as a precaution if refloating efforts are not successful. An oil containment boom will be placed around the barge if lightering is necessary. CASE PENDS
