SITUATION: On Sunday 21 December, 1997, while offloading to the Ashland Inc Heavy Oils Dock, the Tank Barge AO 802 had its cargo tanks overflow due to possible valve misalignment and inadequate pump pressure. Initial estimates indicated that approximately 330 bbls of Vacuum Bottoms discharged through the barges gauging tubes onto the deck and into the river. The oil congealed into a thick, rubbery solid and has sunk in shallow water, where it is being removed using a clamshell crane. The responsible party has revised its spill estimates to 1000-1100 bbls. The barge has been offloaded and divers will survey around the barge to determine if it can be moved without disturbing oil deposits. MSO Huntington and Gulf Strike Team personnel continue to monitor the cleanup . CASE PENDS.
