SITUATION: On Wednesday, August 27, 1997, the 70 foot Towboat Celine struck a submerged object in the Ohio River at mile marker 313. The vessel's forward void, sewage compartment, and #1 fuel tank were ruptured. The vessel was deliberately grounded to prevent sinking and is resting on the bottom. The #1 fuel tank contained 15,900 gallons of diesel fuel. Diesel fuel was observed in the void and sewage compartment but none was observed outside the vessel. The vessel has been boomed and plans are to transfer the remaining fuel and tow the vessel to drydock. CASE CLOSED THIS UNIT.
