SITUATION: On Thursday, August 14, 1997, ATC Mobile reported discovering crude bubbling to the surface from an unknown source offshore in South Timbalier, block 270. Estimated discharge amount is 42,000 gallons of crude oil based on slick observations. A second daylight overflight showed sheen in the area but no black oil. All pipelines in the area were shut-in. Texaco Pipeline has currently assumed clean-up responsibility. A/S NOLA conducted evening HHIR overflights with negative results. Current trajectories predict no shoreline impact Three response vessels are en route. Intent is for MSO personnel to oversee as pipelines are brought back on-line one at a time to test for leaks. Gulf Strike Team is monitoring situation. MSO will conduct pollution investigation. CASE PENDING.
