SITUATION: On Thursday, August 14, 1997, a medium spill occurred when a clamp on a 300' section 0f 30" diameter loading arm failed during pressure testing at the Marathon Pipeline Company. At the time of notification the reported discharge amount was 20 barrels of light crude oil. At 0035, 15 August the estimated amount discharged was 273 barrels of oil into the lower Mississippi river at mile 11.8. An overflight was conducted with MSO investigating officers. No sheening was visible (product naturally dissipates rapidly). The river remains open at this time and no major environmental impact is reported. The responsible party has brought in ICI Company to conduct clean-up. MSO continues to monitor clean-up operations. CASE PENDING.
