SITUATION: This updates the medium spill, which occurred on when a valve possibly failed or left open during pressure testing of the fuel oil line. At the time of notification the amount discharged was 15 barrels. At 0300 the estimate amount discharged was 200 - 400 barrels of number 6 fuel oil (bunker C) and jet fuel into the Puget Sound. An overflight was held with MSO representative. Spill reported as 2 miles long and approximately 200 yards wide, light sheen with patchy oil. MSO continues to monitor clean-up operations.
