SITUATION: On Monday, April 28, 1997, a major crude oil spill occurred when a 12 inch pipeline developed a leak due to flood waters near Randlett, OK. Conoco reports an estimated 500 barrels of crude oil has been released into the Red River. No cleanup has been initiated as of yet due to the river being at flood stage. The pipeline has been shutdown and the release is secured. EPAVI OSC's are enroute to monitor any cleanup that is feasible. CASE PENDS.
