SITUATION: On Wednesday, January 15, 1997, a major spill occurred when the M/V Shirley L Stapp, pushing four barges(2 gasoline, 2 diesel) ran aground near mile marker 717.2 of the Lower Mississippi River, RDB. One gas barge, S-28 sustained damage and leaked an estimated 14,960 gallons of gasoline based on gauging and stripping charts. A lightering barge was used to offload the cargo in the damaged tanks. The T/B-28 was then moved to the Truman Arnold Facility, MM729 to complete lightering of remaining tanks. Temporary repairs were made to the bow rake and a nitrogen truck was brought in to inert the cargo tanks. The river has been reopened, but a Safety Zone was established from MM728 to MM730. Over the top offloading was commenced on the 17th using GST equipment and has been completed. MSO Memphis, CGC Kankakee and the Gulf Strike Team are on scene and continue to monitor the situation.
