SITUATION: On Friday January 10, 1997, a major crude oil spill occurred when a valve, on an above ground storage tank at the ARCADIA REFINERY in Lisbon, LA, was left open. The majority of the oil has been confined in Five mile Creek. The creek is running with a strong current to the extent that it is difficult to keep boom in place. Additional collection points have been placed downstream in the creek. Vacuum trucks continue to recover oil. Arcadia Refinery reports that an estimated 800 barrels have been recovered. A control burn permit was issued for the remaining amount. Contractors will remain on scene for the next two weeks in a reduced capacity to continue to wash down contaminated areas. EPA VI and The Office of Emergency and Remedial Response will continue to monitor this situation. CASE CLOSED THIS UNIT.
