SITUATION: On Friday January 10, 1997, a major crude oil spill occurred when a valve, on an above ground storage tank at the ARCADIA REFINERY in Lisbon, LA, was left open. The majority of the oil has been confined in Five mile Creek. The creek is running with a strong current to the extent that it is difficult to keep boom in place. Additional collection points have been placed downstream in the creek. Vacuum trucks continue to recover oil. An undetermined quantity of oil migrated to a marshy area. EPA IV has consulted the Regional Response Team to determine if burning the oil in the marsh is permissible. Beavers in two beaverdams located downstream from the spill died as a result of the spill, minor fish kills are expected, but no waterfowl have been impacted. EPA VI and The Office of Emergency and Remedial Response will continue to monitor this situation. CASE PENDS.
