On January 24, 1999 Tank Barge AO402 reported a discharge of turbine oil into the Ohio River to the National Response Center. The material discharged from a fracture in the port bow of the vessel. The vessel was in the Ashland fleeting area at the time the release was discovered. The initial amount of the release was not known. Number one void was flooded with an oil/product mixture. The number one cargo tank was loaded with 8,500 bbls of product. The vessel was transferred to the Marathon Ashland Transfer Facility directly across the river and all cargo was removed from the vessel with the exception of 420 barrels of oily water mixture. The RP estimated that 841 barrels of cargo discharged into the Ohio River with very little recovered due to high water conditions on the river. Subsequent investigation revealed that the barge had been damaged as a result of grounding upriver on 22 Jan 99. MSO Louisville will conduct pollution and marine casualty investigations. CASE CLOSED.
