March 19, 1999 at Phillips 66 in Borger,TX. There was a release of 1360 BBLs of Aviation Fuel from a 10 inch transfer line from Tank 5556 to a pipeline terminal. The release was due to a break in the pipeline, it was noticed at 1915 and the line was blocked by 1945. Phillips 66 was deploying absorbent booms and socks. No navigable waterways have been affected. It was reported that the area in which the spill is located is difficult to access. CASE PENDS.
